Hate speech and inflammatory rhetoric are risk factors for atrocity crimes. Highlighting the correlation between hate speech and the commission of atrocity crimes is an important component of GAAMAC Steering Group member the Global Centre for the Responsibility to Protect (GCR2P)’s work.

On 26 June 2019 the Delegation of the European Union to the UN and the Global Centre co-hosted an event entitled “R2P and Hate Speech”. The UN Special Adviser on Responsibility to Protect, Ms. Karen Smith, and Global Centre Executive Director, Dr. Simon Adams, delivered remarks at the event which highlighted how hate speech and the marginalization of minorities increases the risk of atrocities. Both speakers focused on the need for the UN, civil society, governments and the private sector to work together to curb hate speech. Amnesty International’s UN Representative, Ms. Sherine Tadros, moderated the event. For a full recording of the discussion, click here or see #R2PandHateSpeech on Twitter.

On 26 September 2019 the UN Office on Genocide Prevention and the Responsibility to Protect, the Permanent Missions of Argentina and the Netherlands, the UK’s Foreign and Commonwealth Office, Article 19, Club de Madrid, the Jacob Blaustein Institute for the Advancement of Human Rights and the Global Centre for the Responsibility to Protect co-hosted an event on protecting the freedoms of expression and belief while countering hate speech. The event focused on the recent launching of a UN Strategy and Plan of Action on Hate Speech and how to enlist every segment of society, including governments, political and religious leaders, the private sector, social media, national human rights institutions, and civil society to battle the spread of hate speech.
