GCR2P Summary of the UN General Assembly Plenary Meeting on the Responsibility to Protect
The Global Centre for the Responsibility to Protect (GCR2P) produced a summary of the discussions held during the UN General Assembly plenary meeting on “the Responsibility to Protect and the prevention of genocide, war crimes, ethnic cleansing and crimes against humanity” on 27-28 June 2019 in New York, as part of the formal agenda of its 73rd session.
The GCR2P summary provides an overview of state participation in the meeting, as well as of key themes addressed during the two days. One of these themes was atrocity prevention and domestic implementation. The prevention of atrocities was further addressed in various statements on the role of regional organizations, and on cross-cutting approaches such as linking R2P with peacekeeping, the protection of civilians, and with women, peace and security. Another key theme that generated reactions from several states is hate speech and incitement.
This year’s UN Secretary-General Report on R2P focuses on “Lessons Learned for Prevention” (A/73/898). The report mentions GAAMAC as constituting “an important platform for international cooperation in advancing national prevention efforts” in its introduction.
