Guidelines on Investigating Violations of International Humanitarian Law: Law, Policy, and Good Practice

Investigating violations of international humanitarian law (IHL) is crucial, and several legal and non-legal reasons exist to conduct investigations in armed conflict. Since 2014, the Geneva Academy of International Humanitarian Law and Human Rights, which was joined by the International Committee of the Red Cross (ICRC) in 2017, have worked on the Guidelines on Investigating Violations of International Humanitarian Law: Law, Policy, and Good Practice. The 16 Guidelines serve to identify and present practical and legal issues that may arise and provide practical assistance to States that want to investigate their own actions.
